云南藏区水电开发中的当地居民参与调查——以梨园水电站为例

An investigation report on the local residents participation in hydropower development in the Tibetan-inhabited area of Yunnan: A case study of Liyuan Hydropower Station

迪庆藏族自治州境内水能资源富集,水电开发是地方政府的重要财源和居民脱贫的重要凭借。对梨园水电站开发中当地社区居民参与情况的考察表明,在藏区水电开发中应秉承资源地居民优先受惠权与利益共享的发展理念,充分调动藏区群众参与开发的主动性和积极性,切实保障当地群众在开发中得到实惠,进而实现民族地区经济与民族经济的协同发展。

Diqing Tibetan Autonomous Prefecture of Yunnan province is rich in water - energy resources while hydropower development is both a key source of the local government＇s revenues and an important measure for the local residents＇ poverty alleviation. This investigation of the local residents＇ participation in the construction of Liyuan Hydropower Station highlights the following aspects ： the hydropower development in the Tibetan - inhabited area should follow the principle of preferential benefits for the resource - area residents, fully mobilize the participation initiative and enthusiasm of the local people, and ensure their benefits from the hydropower development to realize the balanced development of the economy of the ethnic minority regions and the national economy.
