统筹推进环保与扶贫工作进程——以河北省围场县为例

Coordinately Promoting the Process of Environmental Protection and Poverty Reduction: A Case Study of Weichang County in Hebei Province

环境保护、消除贫困是国际社会面临的全球性问题,也是当前我国实现全面建成小康社会目标的两个突出短板。环境退化和贫困存在互为因果的关系,要求环保和扶贫开发工作必须统筹兼顾。本文系统梳理了环保与扶贫问题之间的相互影响,以环保部定点扶贫对象—河北省围场县为例,就环保和扶贫措施如何在地方可持续发展进程中相互影响进行了探讨,并就如何统筹环保和扶贫工作提出了具体建议,以期为协同改善地方环境质量,加速脱贫进程,实现贫困地区可持续发展提供参考依据。

Environmental protection and poverty reduction are the global problems faced by the international community,and are also two outstanding short slabs of the goal to build a general well-off society in China. They are reciprocal causation,and the related work must be coordinately promoted. This paper systematically summarizes the interaction between environmental protection and poverty reduction,discusses how they affect each other in the process of local sustainable development in Weichang County of Hebei Province,and proposes specific recommendations on how to coordinate environmental protection and poverty reduction, in order to synergistically improve the local environmental quality, accelerate the process of poverty reduction,and provide reference on how to achieve sustainable development for poor areas.
