北京清洁生产发展历程及对京津冀和雄安新区发展的启示

Development History of Cleaner Production in Beijing and its Enlightenment for the Development of Beijing-Tianjin-Hebei Region and Xiongan New Area

清洁生产是联合国促进可持续发展的一项先进机制,也是北京市深入推进节能减排、优化产业结构的一项重要政策。本文介绍了自1993年至今北京市清洁生产结合不同时期经济社会发展需要,分别服务于工业可持续发展、服务业绿色发展及大气污染治理三个阶段的主要内容及效果。文章总结了北京市清洁生产推进措施及成效,分析了无低费方案和中高费方案对节能、节水和污染物减排的贡献率。结合新时期北京打造国际一流和谐宜居之都、加快推进京津冀协同发展战略、建设雄安新区等历史发展新要求,提出了清洁生产助力首都构建高精尖经济结构,搭建京津冀协同发展促进平台、推动雄安建设"绿色、智慧"新区的具体建议,旨在通过清洁生产提高城市及区域可持续发展水平。

Cleaner production is an advanced mechanism to promote sustainable development by the United Nation. Also it is an important policy to promoting energy conservation,emission reduction and industry structure optimization in Beijing. This paper introduces the main contents and effects of cleaner production in the three historical stages of Beijing since 1993,include serving to the sustainable development of industry, green development of service industry and air pollution control. It also summarizes the measures and effects of cleaner production in Beijing,by analyzing the contribution rate of without/low cost and high/middle cost solutions. Based on the demands of new historic stage,in order to further increase the level of regional sustainable development, this paper discusses about how cleaner production could be used as an important methods for constructing high-precision economic structure in capital, building the Beijing-Tianjin-Hebei collaborative development promotion platform,and promoting the construction of ＂green and smart＂Xiongan New Area.
