金融撬动农业供给侧结构性改革模式探索——以吉林省长春市九台区为例

"供给侧结构性改革"一词2016年首次写入了中央一号文件。2017年2月5日,中央一号文件《关于深入推进供给侧结构改革,加快培育农业农村发展新动能的若干意见》发布,这是自2004年以来连续十四年"一号文件"都是指导"三农"工作的。这份文件把深入推进农业供给侧结构性改革作为新的历史阶段农业、农村工作主线。2017年的一号文件指出,强化科技创新驱动,引领现代农业加快发展。13000字左右的中央一号文件在农村金融改革的工作安排上着墨颇多,意味着在农业供给侧结构性改革的实施过程中,金融将发挥举足轻重的作用。人民银行九台支行以2017年中央一号文件为着力点,采取系列措施,助推金融机构支持农业供给侧结构性改革。

The term ＂supply side structural reform＂ was first written into central No.1 document in 2016. In February 5, 2017, the central document ＂on further promoting the supply side structural reform, accelerate a number of opinions＂ cultivation of agricultural and rural development new energy release, this is the Fourteen consecutive year since 2004 ＂a file＂ is the guidance of the ＂three rural＂ work. This document further promotes the agricultural supply side structural reform as a new historical stage of agriculture and rural work. In 2017, No.1 document pointed out that strengthening the drive of scientific and technological innovation and leading the development of modern agriculture. About 13000 words of the central document dwell in the rural financial reform work arrangements are the means in the process of implementation of agricultural supply side structural reform, finance will play a pivotal role. The nine branch of the people＇s Bank of China takes the No.1 document of the Central Committee of the people＇s Republic of China in 2017 as the focal point, and adopts a series of measures to boost the financial institutions to support the structural reform of the agricultural supply side.
