全球治理的中国维度问题是一个重要的研究课题,而"理念—规则—行动"分析框架可以用来省察和探究这一课题。其中,"中国理念"是核心和先导,"中国规则"承上启下,而"中国行动"则是"中国理念"和"中国规则"得以贯彻实施的具体实践,三者融会贯通,共同构成全球治理的中国维度。在全球治理的"中国理念"中,"道义"理念、"和谐"理念以及"合作"理念尤为重要。所谓全球治理的"中国规则",是对中国主导制定的国际规则的统称,中国应当为主导制定国际规则做好准备。在全球治理的"中国行动"中,中国应该发展好"新型大国关系"、拓展"二十国集团"的全球治理功能、力所能及地提供全球公共产品。

The problem of ＂China＇ s Dimension in Global Governance＂ is a key research project, where the analysis structure of ＂con- cept-regulation-action＂ can be used. ＂China＇ s concept＂ is the core and guide; ＂China＇ s regulation＂ acts as a connecting link; and ＂China＇ s action＂ is concrete practice of ＂China＇ s concept＂ and ＂China＇ s regulation＂. The three combine and construct China＇ s di- mension in global governance. The concept of morals, harmony and cooperation are important in the ＂China＇ s concept＂ of China＇ gov- ernance. ＂China＇ s regulation＂ of China＇ governance means that China should get ready and make regulations for international society. ＂China＇ s action＂ of China＇ governance indicates that China should develop a new model for major-country relations, broaden G20＇ s global governance function and provide with global public products within our power.
