权力在运行中具有天然异化倾向,防范权力异化的基础是权力分工,制约权力异化的核心是完善的法律机制,此机制由明确的权力授予制度、科学的权力运行制度、严明的责任追究制度和独立的监督评估制度组成,防范权力运行异化的核心推动力量是党的领导。
The power in operation has a natural dissimilation tendency. The basis of preventing the power from dissimilation is the power＇s division, and the core of restraining the power＇ s dissimilation is to perfect legal mechanism. This mechanism consists of definite system of granting power, scientific power operation system, strict accountability system, and independent monitoring and evaluation system. The core driving force to prevent the power from dissimilation is the party＇ s leadership.
