在中国建成世界第二大经济体的过程中,高职教育已成为国家竞争力的重要支撑,也是我国高等教育改革发展的突破口和增长点。省级统筹下建设"高职强省"已成为省域率先实现高职教育现代化的方略和抓手:一方面,省级统筹是"高职强省"建设的主要手段;另一方面,"高职强省"建设是省级统筹的价值追求。发挥政府的引导作用,行业的指导作用,企业办学的主体作用,建立社会资本参与办学的有效途径,是省级统筹高职教育发展的着力点;统筹推进管理体制改革,办学体制创新,现代职教体系建设,是省级统筹高职教育发展的根本任务。其中,办学体制创新包括创新集团化办学,创新混合所有制办学,创新国际化办学。

In the process of building the world's second largest economy in China,higher vocational education has become an important support for national competitiveness and it is also the breakthrough and the growth point for the reform and development of higher education in China. It has become the first province to construct the 'higher vocational province'which has achieved the modernization of vocational education strategy and the starting point in the provincial co-ordination: on the one hand,the provincial co-ordination is the main means of the construction of 'major province '; On the other hand,the construction of 'higher vocational province'is the value pursuit of the provincial co-ordination. It is the focus of the higher vocational education development under the provincial level to play the guiding role of the government,the industry guidance role,the main role of running a college and to find an effective way to establish social capital to participate in running a college; It is the provincial task of the overall development of higher vocational education to coordinate the reform of management system,innovate college system and construct the modern vocational education system. Among them,the college system innovation includes the innovative grouping college,innovative mixed ownership college and the innovative international college.
