摘要
在我国很多城市,"停车难、乱停车"已经成为"城市病"的重要表现之一,对城市环境与交通秩序造成严重影响.为实现规范停车,以2015年七部委停车指导意见为引领,各部门、各地停车政策密集出台,对城市停车设施建设管理提到了有力的推动作用.总体上看,当前从中央到地方、从规划建设到管理运营的全方位政策体系已经基本完善,但在吸引社会资本进入、打通政策"最后一公里"、推进居住小区停车设施建设等方面尚存不足,需要从细化政策措施,严格停车执法、推动老旧小区示范、加强经验交流、健全工作机制等方面进一步推进落实.
"Parking difficulty and disorder"has become an important part of "urban disease"in many cities,and has seriously affected the urban environment and traffic order. In order to realize orderly parking,leading by the guidance on enforcing parking facility construction joint released by 7 ministries,related ministries and local government release a number of policies,effectively promoting parking facility construction and management. In general,the parking policy system from the central government level to city government levels,from the planning the stage to operation stage has been basically complete. But it is still insufficient in certain aspects such as attracting social capital,implement of certain policies,and parking facility construction in old residential areas. Therefore,measures including policy refinement,strict parking enforcement,pushing old residential area parking facility constructing,need to be taken to accelerate parking facility construction.
