雾霾污染环境下生态型公共物品供给模式优化发展研究

Research on the Optimization of Ecological Public Goods Supply Mode in Haze Polluted Environment

随着国家经济的高速发展,生态环境在许多方面是逐步恶化的,许多地方的经济发展都是为了政绩而不惜破坏生态环境,而且许多私人企业也只顾私利而置国家的环境于不顾。因此,我国经济发展增长是靠对生态环境的破坏以及透支的基础上形成的。随着国家城镇化的加速,城市人口激增,国家经济发展与人民对生态公共物品需求之间的矛盾越发尖锐。所以,环境的问题在我国达到人均小康生活水平后也日益突出,受到越来越多的关注。本文的研究目的就是通过比较研究生态型公共物品的几种不同供给模式,同时借助国外的已有的经验,找到一条符合中国国情的生态型公共物品的供给机制,以有助于我国的环境保护理论研究以及环保实践。

With the rapid development of the national economy,the ecological environment is deteriorating in many aspects. Many places develop economy at the expense of ecological environment in pursuit for administration performance,and many private enterprises care about only profit while neglecting the country＇s environment. Therefore,China＇s economic growth is based on the destruction and overdraw of the ecological environment. With the acceleration of the urbanization,the population of the city is increasing sharply,and the contradiction between the development of the national economy and the people＇s demand for the ecological public goods becomes more and more acute. Therefore,environmental problems will become increasingly prominent and receive more and more attention after our country become a moderately prosperous society. The purpose of this research is to find a supply mechanism of ecological public goods suitable for China through comparative study of different modes of supply of public goods by referring to foreign experience,so as to contribute to China＇s environmental protection theory and environmental protection practice.
