[目的/意义]旨在为大数据时代信息弱势群体的信息权益保障提供参考。[方法/过程]阐述大数据时代信息弱势群体的相关信息权利,分析大数据给信息弱势群体带来的挑战和机遇,在《促进大数据发展行动纲要》基础上,构建以政府-数据提供者-数据管理者-数据服务者为主体的多层次、多维度的信息弱势群体权益保障体系。[结果/结论]从政府、数据提供者、数据管理者、数据服务者的角度提出面向信息弱势群体的保障措施,缓解信息弱势群体在内容因素、技术因素的客观条件限制与个人因素的主观意识缺失。

[Purpose/significance]The paper is to provide reference for fights and interests protection of information vulnerable groups in big data age. [Method/process]It elaborates related information rights for information vulnerable groups, and analyzes the challenges and opportunities from big data. Based on Promoting the development of Big Data Platform for Action, the paper constructsa multi-level, muhi-dimensional fights protection system for information vulnerable groups, in which government-data provider-data manager-data service provider is the main body. [Resnit/conclusion]It puts forwards supporting measures from the perspectives of government, data provider,data manager, data service provider, so as to alleviate objective condition limitations including content and technology, and absence of personal subjective consciousness.
