摘要 为确保北京城市副中心的防洪安全,开展北京城市副中心防洪对策研究是十分必要的。因此,采用DHI洪水模拟系统中的MIKE11水动力模块,结合现有调度方式、工程条件和已有规划治理方案进行了防洪对策研究。经方案论证,按照分洪蓄洪相结合的方式进行防洪布局调整后,当河系发生100年一遇洪水时,与现状防洪布局情况下相比,潮白河北京境内河道水位增加约0.20 m,潮白河吴村闸处河道水位增加0.10 m,略微加大了下游河道的防洪压力;北运河京冀交界处洪峰流量有所减小。蓄滞洪区方面,100年一遇洪水条件下,大黄堡洼和黄庄洼分洪水量比现状布局分别增加200万m^3和300万m^3,基本不会影响蓄滞洪区安全运用。因此,通过开挖温潮减河和建设宋庄蓄滞洪区,形成分蓄结合的防洪布局是可行的。 In order to ensure the flood control safety of Beijing Sub-CBD, it is necessary to carried out the study on the counter- measures for the flood control of the Sub-CBD. Therefore, the study is made in combination with the existing operation mode, engineering condition and existing planning and improvement scheme by adopting the MIKE1 l hydrodynamic module of DHI Mike Flood. Through the relevant scheme demonstration and after the adjusting the flood layout in accordance with the mode of the combination of both flood diversion and flood storage, if compared with the status flood control layout, the water level in the channel of Chaobaihe River within Beijing is increased by about 0. 20 m and the water level of the channel at Wucun Sluice of Chaobaihe River is increased by 0. 10 m, which slightly increases the pressure on the flood control of the downstream channel, while the peak flood flow rate of the North Grand Canal at the boundary between Beijing and Hebei Province is decreased to some extent, when the flood with the return period of 100 years occurs in the river system. In the aspect of the flood storage and deten- tion basin, the flood diversions of Dahuangpuwa Flood Detention Basin and Huangzhuangwa Flood Detention basin are increased by 2. Omillion m^3 and 3.0million m3 respectively, if compared with those under the condition of the status layout for the flood with the return period of 100 years, which cannot impact the safety operations of the flood storage and detention basins basically. Therefore, it is feasible to form a flood control layout of integrating storage with detention through excavating Wenchaojianhe Riv- er and constructing Songzhuang flood storage and detention basin.
