重塑政府与基金会的关系:法团主义与市民社会的论争及消解——基于中国基金会透明指数(FTI)的理论反思

Reshape the Relationship between Government and Foundations:the Debate and Digestion on Corporatism and Civil Society——Theoretical Reflection on Chinese Foundation for Transparency Index(FTI)

学术界对于我国政府与基金会的关系的讨论大都在"国家—社会"的概念体系中展开,法团主义与市民社会理论作为两个重要的解释框架备受学者青睐。这两种理论对于中国当前政府与基金会的关系都有其解释力和局限性,但基于某一理论的偏好所展开的研究,存在过分解释和脱离现实的不足。基于此,本文重新检视了这两种理论的论争核心及其延展,并基于中国基金会透明指数(FTI)论证两种理论在中国当前现实中的解释路径。最后,我们认为可以将两种理论进行整合,进而形成更具解释力的本土化的理论框架,以此来寻找理论的合流,消解论争。

Most academics expand the discussion of the relationship between Chinese government and thefoundation in “ state-society” concept system, as two important frameworks, the corporatism and civil societytheory are highly favored by scholars. These two theories have explanatory power and limitations for explainingthe relationship between our current government and the foundation, and the research basing on one prefer-ences theory is too unrealistic inadequate. The paper reexamines the controversy core and expansion of thesetwo theories, and demonstrates two theories’ explanation path in the context of Chinese reality based on ChinaFoundation for Transparency Index （FTI）. Finally, we consider to integrate the two theories and form a moretheoretical and local framework, so as to find the confluence and digestion for the controversy of theory.
