论我国环保警察制度的构建

Construction of Environmental Police System in China

环保警察制度是环境执法领域的一大创新,弥补了传统环境监察人员执法时的不足,环保警察助力环境执法,便于搜集污染者、污染企业环境违法与犯罪的证据,惩处环境犯罪,保障人民群众的环境权益,实现环境正义。文章从创立环保警察的理论意义和实践意义入手,结合地方环保警察队伍建设的经验做法,分析了地方环保警察的实践经验及存在的问题,提出建立我国环保警察队伍的具体构想。

Environmental police system is an innovation in the field of environmental law enforcement, which makes up for the shortcomings of traditional environmental law enforcement. It can help environmental police collect the evidence of environmental violations and crimes, so as to protect the environmental rights and interests of the people and realize environmental justice. Based on the theoretical and practical significance of establishing environmental police, this paper analyses the practice experience and problems of local environmental police, and puts forward the conception of establishing environmental police team in China.
