地方公共基础设施PPP模式研究——以池州市污水处理及市政排水设施PPP项目为例

Research on PPP Model of Local Public Infrastructure——A Case Study of Chizhou Wastewater Treatment and Drainage Facilities

通过实地调研和专家访谈的方法,池州市污水处理及市政排水设施购买服务PPP项目采取PPP模式的原因有污水处理及市政排水设施落后、地方政府债务规模较大、社会资本具有资金和技术优势。采用PPP模式具有缓解政府财政压力、提高公共服务水平、促进公用事业市场化等意义。为了项目的可持续发展,应该从转变政府职能、培育双方契约精神、建立正常的价格增长机制等方面来促进项目的可持续。

The sewage treatment and municipal drainage facilities are backward, the local government debt is large,the social capital has the financial and technical advantages, Chizhou sewage treatment and municipal drainage facilities adopts the model of purchasing PPP service project,which can ease the financial pressure, improve the level of public services, and promote the marketization of public utilities. Changing the government function, cultivating the spirit of contract, establishing the normal price growth mechanism and so on can promote the sustainable development of the project.
