湖南新型城镇化进程中“城中村”治理的对策研究

Study of the Countermeasures of“Village in City”Governance in the Process of New Urbanization in Hunan

随着湖南新型城镇化的推进,"城中村"现象越来越多,"城中村"的改造建设是对群众利益的一次大的调整,势必造成各种矛盾和冲突。针对"城中村"出现的问题提出如下治理对策建议:建立和健全"城中村"改造工作的协调机制,加强协调和沟通各相关部门和城区、施工单位间关系,采取以市场化为导向、改变城乡二元化、因地制宜设计方案、硬件软件两手抓、治理改造依法依规,妥善处理好湖南新型城镇化进程中的"城中村"问题,推进湖南全面建成小康社会。

With the promotion of new urbanization in Hunan,the phenomenon of'village in the city'is more and more,the reconstruction of'village in the city'is a major adjustment of the interests of the masses,which is bound to cause a variety of conflicts.Establish and improve the coordination mechanism of urban village reconstruction work,strengthen coordination and communication with relevant departments and construction units,the relationship between the city,to take market-oriented,change two yuan in urban and rural areas,according to local conditions,hardware and software design scheme of both hands,the transformation of governance according to the law,the proper handling of the Hunan new urbanization process in the'village in city'in Hunan,to promote the comprehensive well-off society.
