南阳市卧龙区水资源开发利用现状及对策研究

Study on Present Situation on Utilization of Water Resources and Countermeasures in Nanyang Wolong District

通过充分调查与统计,阐述了区内降水、地表水及地下水资源的时空分布特征;评价了区内水资源开发利用程度、地表水和地下水环境质量现状;分析出区内水资源开发利用过程中存在供水工程标准低、水资源配置不合理、水资源利用效率偏低、饮水安全保障率低、水资源管理和监控能力不足五个方面的问题,结合目前国家关于水资源管理的要求以及卧龙区实际情况,从规范资金管理、地下水源补给、提高用水效率、污染控制等方面提出了相应的对策措施。

Based on the full investigation and statistics, this paper elaborated the temporal and spatial distribution characteris-tics of surface water and groundwater resources in the area, evaluated the level of water utilization, the environmental quality of surface water and groundwater in the area. The five problems existed in the process of development and utilization of water re-sources in the area were analyzed, including low standard of water supply engineering, unreasonable allocation of water resources, low utilization efficiency of water resources, low safety assurance rate of drinking water, lack of water resources management and monitoring. It combined the national requirement of water resources management and the actual situation of Wolong District. The paper promotes the corresponding countermeasures from the standard fund management, the underground water supply, improving the water efficiency and other aspects.
