摘要
"十三五"开局之年,中国空气质量总体已经向好的方向转化,但大气污染问题依然严重。如何进一步防治大气污染、解决人民群众心头之患,让天更蓝、地更绿、水更清,建设绿色生态环境的中国,已成为2017年地方两会重要议题,在19个省区市政府工作报告中均涉及环境治理,防治大气污染已成为全社会共同关注的民生问题。拟从绿色生态环境中国背景、科学内涵、本质要求以及建设的相关策略和手段等方面进行阐述,以期人类共同关注我们的家园-生态环境保护。
The overall air quality in China is improving gradually since the beginning of the 13 th Five-year Plan,but there are still serious air pollution problems. How to further prevent and control atmospheric pollution,ease concerns of the public and create a greener environment has become a major issue in 2017 for the talks for people congress. Discussions on environmental governance have been listed in 19 provincial government work reports and control of atmospheric pollution has become the common concerns of the whole society. This paper addressed this problem from the background,scientific connotation,essential requirements and measures of constructing of an ecological China in an attempt to provide reference for ecological environment protection.
