陕西省第十三次党代会提出的"五新"战略对陕西高等教育全面深化改革、服务创新驱动发展提出新要求。要通过推动高等教育发展助力"五新"战略实施,应采取以下"五大工程":实施"高端人才引育发展工程",夯实追赶超越能力;实施"一流学科建设工程",奠定追赶超越实力;实施"文化建设统筹发展工程",激发追赶超越活力;实施"科教助推产业升级工程",孕育追赶超越潜力;实施"教育资源统筹开放工程",提升追赶超越动力。

The＂ Five New Strategies＂ has made new requirements for the institutions of higher learning inShaanxi province in their effort to drive development through services to innovation. In order to help and sup-port the realization, the universities should undertaken five major programs in the fields of the introduction andcultivation of high - level talents,construction of first - class discipline,coordinated development of culture,upgrading of industry through sci - tech and public access to educational resources.
