摘要
气体平衡是保证天然气管网系统完整性和安全性的基础,欧洲2009年第三次能源改革启动后,欧洲天然气平衡系统已逐步建立了气体平衡区和管输模型,利用物理和商业手段保证管网气体平衡。为此,通过梳理欧洲市场气体平衡区构成、管输系统模型、气体平衡方法以及气体平衡区的发展情况,在分析欧洲气体平衡概况的基础上,总结出对我国管网系统气体平衡的启示。我国应建立与容量交易配套的气体平衡区概念和模型,加强气体平衡区的顶层设计;研究气体平衡区、管网系统平衡模型以及容量交易间的关系;制定气体平衡方法,强化监管合作和立法,逐步建立区域性气体平衡区和全国性气体平衡区。
Gas balance is the basis for ensuring the integrity and safety of the natural gas pipeline network system.After the third energy reform of Europe in 2009,European natural gas balance system has gradually established a gas balance area and a pipeline transportation model,using physical and commercial means to ensure the gas balance of the pipe network.Therefore,through studying the European market,the constitution of gas balance area,the pipeline transportation system model,the gas balance method as well as the development situation of gas balance area,and on the basis of analyzing the general situation of gas balance in Europe,the enlightenment of the gas balance of the pipe network system for China is summarized: China should establish concepts and models of the gas balance area which matches with capacity transaction,strengthen the top-level design of the gas balance area; study the relationship among the gas balance area,pipe network system balance model and capacity transaction; formulate the gas balance method,strengthen supervision,cooperation and legislation,and gradually establish the regional and the national gas balance area.
