农产品价格保护制度下,产业融合不畅会导致产业间关联效应发挥受限和农产品"供需反馈"机制瓦解,这是农产品供需结构性矛盾出现的重要原因。从国际和我国省际的产业融合指数测度结果来看,我国工农产业融合指数相对较高,包括机械、化肥等中间投入品对农业生产有较强的正向促进作用,是农业生产力提升的重要推手,而服务业与农业融合度偏低,但服务业中间投入品产出弹性提升较快,是提高农业生产效益的重要动能。因此,产业融合发展是转变农业增长方式,满足社会农产品消费需求的关键,现阶段农业发展需以提升农业的综合效益与国际竞争力为导向,以工业与服务业延伸农业产业链、以生产要素融合及发展理念契合等为路径,以创新农业经营体系、健全农业社会化服务体系为纽带,寻求推动我国农业供给侧结构性改革的新突破。

Under the system of price protection for agricultural products, the poor industrial integration will lead to the limitation of exerting the inter-industry correlation effect and the collapse of the supply—demand feedback mechanism of agricultural products. It is an important reason for the structural contradiction between supply and demand of agricultural products. Viewing from the result of measuring international and China's inter-provincial industrial integration index, it can be seen that China's industrial and agricultural industry integration index is relatively high. Machinery, fertilizer and other intermediate input products have a positive effect on promoting agricultural production and are important impetus for enhancing agricultural productivity. The degree of integration between the service and agricultural industries is relatively low. However, the output elasticity of intermediate input products of the service industry can be enhanced rapidly, making them important driving force for improving agricultural productivity effect. Therefore, industrial integrated development is the key to transforming the mode of agricultural growth and meeting the consumption demands of the society for agricultural products. For agricultural development at the current stage, we shall follow the direction of improving comprehensive benefits and international competitiveness of the agricultural industry, take the paths of extending the agricultural industry chain with industry and service industry, production factor integration and development concept coherence, and adhere to the bond of innovating the agricultural management system and improving the agricultural social service system.We should seek new breakthrough for promoting the supply-side structural reform of China's agricultural industry.
