创新创业背景下陕西高校技术转移效率实证研究

Empirical Study the University Technology Transfer Efficiency in Shaanxi Under the background of Innovation and Entrepreneurship

文章在分析创新创业背景下陕西省高校技术转移现状及高校技术转移效率不高问题的基础上,以陕西省7所"211"高校为代表样本,建立了高校技术转移效率的评价指标体系。运用DEA方法对高校技术转移效率进行测算,并根据技术效率和规模效率的分析结果认为人员与资金、管理机制、中介机构及利益分配是影响陕西高校技术转移效率的关键因素。提出以市场需求为导向、合理利益分配机制为保障、完善的政策法规为前提、产学研合作为途径的对策建议,以提高陕西省高校技术转移效率。

Under the background of innovation and entrepreneurship, this paper analylow efficiency of technology transfer in colleges and universities. It took the seven universities in Shanxi provinceas a representative sample,and it adopted method of DEA tomeasure the university technology transfer efficien-cy. Therefore analyzed the key factors influencing the efficiency of Shaanxi university technology transfer accord-ing to the technical efficiency and scale efficiency. Then it gave some suggestions from themarket demand as theguide,the reasonable benefit distributionmechanismas the guarantee,perfect policies and regulations as the pre-requisite,as theway of “ industry-university-institute” cooperation countermeasures in order to improve the of u-niversities technology transfer efficiency in Shanxi.
