情报融合视角下的美国空军“作战云”概念 被引量:4

摘要 [目的/意义]美国空军于2013提出"作战云"概念,希望通过"云计算"技术整合多域作战能力,大幅度提升部队战斗力,而多域融合作战则要求情报信息的高度融合与共享,对军事情报保障的创新和发展提出了新思路,迫切需要在新型作战理念指导下研究情报融合及其保障问题,而且对于处在改革强军关键时期的我军更具有重大借鉴意义。[方法/过程]在此视角下,结合美军有关研究,首先梳理了当前美空军"作战云"概念发展和建设情况,概括指出美军基于"网络中心战"构建"作战云"装备体系、研发跨平台融合数据链、同步发展多域作战理念的建设举措。基于此概念,总结得出,情报融合工作需要实现多域情报的有效融合和全源情报的实战化运用这两大目标。进而,正反两方面讨论"作战云"概念对于情报融合的影响,指出其在创新工作模式和促进情报交流方面的积极意义,但仍存在安全性、利益隔阂等问题。根据上述分析,最后提出"作战云"情报融合的发展趋势,重点构建安全体系、解决共享问题。[结果/结论]美国空军"作战云"概念对于情报融合工作具有重要创新意义,虽然仍存在一些问题,但随着其不断发展能够满足现代战争不断增长的情报需求,值得深入研究和探讨。 [ Purpose/Significance] In 2013, the USAF proposed “ Combat Cloud冶 concept which integrates combat capabilities of various domains by cloud computing technology to enhance capabilities of the whole troops. The multi-domain integration essentially requires the fusion and share of intelligence information, which provides new way for the innovation and development of military intelligence support and urgently needs study of intelligence fusion and support. It is also meaningful for us to learn from i t, especially when our military forces are implementing reform to strengthen us. [Method/Process]Under such a perspective, combined with relevant researches by USAF, the paper firstly explained the current situation of " Combat Cloud" development and it is summarized that US military builds up " Combat Cloud" system based on Net-Centric Warfare construction by establishing equipment system, developing trans-platform fusion data link and simultaneously developing cross-domain operations concepts. Based on the concept, it concludes that intelligence fusion needs to real-ize two purposes of effectively fusing multi-domain intelligence and applying all-source intelligence to combat. Then, it comes to discuss the influences of " Combat Cloud" on intelligence fusion, which includes positive meanings in innovating working modes and promoting intelligence exchange, and problems of security and interests barrier. According to analysis above, it finally comes up with the develop-ment trends of intelligence fusion with “ Combat Cloud冶, including building security system and solving the problems existing in intelli-gence sharing. [ Result^Conclusion] USAF “ Combat Cloud冶 concept has great innovative meaning to intelligence fusion work. Although there are still some problems existing, it will meet the increasing demands of modern war with its development. Thus, the concept is wor-thy of studying further.
