摘要
西部民族地区的基本特点是自然、人文资源的富集与经济、科技的滞后并存,且多类型并存与发展水平之间的参差巨大。西部民族地区的基本特点决定了西部民族地区的发展必须建立在提升民族地区的人力资本,进而为西部的可持续发展提供动力的基础之上,因而,其进一步发展必然需要教育优先发展。民族地区教育的优先发展新理念是创建适合中国西部民族地区特点的特色科教体系,构筑西部良性的自然文化生态,实现人与自然教育的共生以及人文教育的共荣,继而促进西部的可持续发展。为此,民族地区教育优先发展需要妥善处理以下四对关系:人的发展优先、教育的主体优先、教育的活动优先,以及教育的事业优先。
The western ethnic areas of China have rich natural and humanistic resources but at the meantime are less advanced in economy,science and technology.In addition,there are multiple types and levels of development in different regions.These fundamental features determine that the development of western ethnic areas should be based on the improvement of human capital which could provide labor resources for sustainable development.Therefore,for further development of the areas,we should attach priority to educational development.The new concept of education development priority means creating a characteristic system of science and education which fits the features of the western ethnic areas,constructing a benign ecology of nature and culture for the west,harmonizing the coexistence between man and nature and the co-prosperity of the humanistic education,and further promoting the sustainable development in the west.In order to attain this goal,the following four types ofrelations should be handled properly,namely the priority on the humanistic development,the priority on the subject of education,the priority on the educational activities,and the priority on the education career.
