存量规划背景下我国特大型城市土地空间资源挖潜路径——以纽约市和大伦敦中长期战略规划为借鉴

The Path to Exploit Land Resource Potential of Metropolis in China under Background of Stock Land Planning: An Implication from the Medium-And-Long-Term Strategy Planning of New York City and the Great London

由于用地规模逐渐逼近极限,我国各特大型城市逐渐步入以存量规划为主的时期。在此背景下,合理充分挖掘土地空间资源潜力对这些城市的可持续发展显得越发重要。本文将土地空间资源潜力拓展为数量、质量和空间潜力的综合,并在借鉴纽约市和大伦敦中长期发展战略中有关土地利用目标和政策措施的基础上,提出我国特大型城市未来在土地空间资源挖潜上的可行性途径,为这些城市未来的可持续发展和能级提升提供资源保障。

Many metropolises are transferring into the time of land stock planning because of the limited scale of land,and how to exploit the land resource potential more rational becomes more important to these cities.This paper considers that land potential should be the integration of quality,quantity,and space in land utilization. For the future sustainability and upgrade of these cities,some feasible measures are proposed to exploit the land potential based on the analysis on targets and policies in land use among the medium-andlong-term strategy planning of New York City and the Great London.
