摘要
行政组织系统中,对地方官员的考评与问责,通常作为推动组织目标实现的一种手段。但是,有时可能产生相反的效果,即被考评问责的官员采取各种行为来规避问责。其主要原因是上级在官员问责中运作空间的模糊化,其核心要素是非制度化的人事任免控制。因此,必须扩大问责主体的范围,利用行政监督、群众监督、媒体监督多元问责主体监督等手段,综合判断地方官员的治理绩效并进行合理有效的行政问责。
In administrative organization system,evaluation and accountability of local officials is usually regarded as the means to achieve organizational goals.But sometimes,this means could beget counterproductive effect,in which the reviewed accountability of officials will take actions to avoid accountability.The main reason is due to the fuzzication of accountability operation space in superior officials,in which the core element is ono-institutionalized personal appointment and remove control.So we must expand the diversity of accountability subject,comprehensively judge the governance performance comprehensively and make the administrative comprehensively effective under the means of administrative supervision,the masses supervision,and media supervision.
