Research on Integration of Urban Development Zones for Key Project Location: Taking Xi'an as an Example

"开发区经济"是中国城市发展中经济建设的重要路径。在城市板块融合的背景之下,西安市经济功能区可划分为:高新技术功能区、先进制造功能区、物流金融功能区、文化旅游功能区及现代服务功能区。这五个功能区布局管理的核心环节在于政商沟通、项目质量评估、省级协调、市级协调及利益补偿。

The so-called Development Zone Economy is an important path to promote economic growth in China（s urban develop-ment. Based on this fact, the research proposition of key project location management of multi development zone cities is put forward. Taking Xi（an City of Shaanxi Province as research object, with the guidance of regional administration theory, the structure of five eco-nomic function areas of Xi（an City is framed, high tech function area; advanced manufacturing function area; logistics finance function area; cultural tourism function area; modern service function area. The five elementary processes to arrange key project location within function areas is designed, aiming at government - business communication, project quality evaluation, provincial coordination, munici-pal coordination, and interest compensation.
