Talent Policy Evaluation and Development Strategy for the Construction of Global Science and Technology Innovation Center

上海建设全球科技创新中心,面对人才需求,应整合政府、产业、高校、科研院所等各方力量,开展战略需求分析和关键技术路线图制定,进行战略性新兴产业人才需求预测,完善各类人才信息库,构建产业人才信息发布平台。还应加强人才统筹规划和分类指导,组织实施战略性新兴产业人才开发计划,加大专业技术人才、经营管理人才和技能人才的引进力度。

Facing the talent needs,the construction of Global Science and Technology Innovation Center should integrate government,industry,universities,scientific research institutes and other forces,carry out strategic needs analysis and key technical roadmap,conduct strategic new industry talent demand forecast,improve all kinds of talent information base,and set up a information publishing platform for industrial talents.Besides,We should strengthen overall planning and guidance of talents,organize and implement plans for talent development in strategic emerging industries,and increase the introduction of specialized technical personnel,management personnel and skilled personnel.
