试论全球化与跨文化人才培养问题

On the Issue of Cross-cultural Talents Cultivation under Globalization

全球化是经济一体化带动而形成的世界发展大趋势。它冲击着国界和文化疆界,既带来了文化的大汇聚,也引发了各种文化冲突。面对如此之文化时局,文化意识逐渐自觉,逐渐形成了维护文化多样性的国际共识。在全球化和文化多元化的世界大潮中,联合国教科文组织、欧盟等国际组织以及世界上许多国家,都在探索跨文化人才培养的问题,提出了"世界公民""全球教育""国际理解教育"等教育理念。跨文化人才不仅需要多语能力和文化知识,而且需要文化包容态度和文化整合能力。跨文化人才的培养,需要树立"多语主义"理念,实行三语教育或四语教育制度;需要重视"译"这种跨文化交际能力的培养;需要深植本土文化之根,以防在多元文化中出现"文化迷失"。"植根"的根本之策在于整合优化本土文化,使中华文化强大起来,为国人在不同文化间行走备上充实的行囊。最后提出我国哲学社会科学的地位亟待提高的问题,这直接关系到国家的话语权和跨文化人才的培养。

Globalization becomes a general trend in the world driven by economic integration. It impacts national and cultural boundaries which brings about cultural convergence as well as a variety of cultural conflicts. Confronted with such current cultural situation, people gradually develop conscious awareness of culture and eventually reach an international consensus on preserving cultural diversity. In the worldwide tide of globalization and cultural diversity,international organizations such as UNESCOEU and lots of countries around the world are exploring the issue of cultivating cross-cultural talents and have come up with some educational concepts such as cosmopolite global education and education for international understanding. In addition to multilingual capacity and cultural knowledge,it is also necessary for cross-cultural talents to have a culturally tolerant attitude and cultural integrating capacity. The cultivating of cross-cultural talents relies on establishing the multilingualism concept implementing the trilingual or quadrilingual educational system, attaching importance to fostering translation as a cross-cultural communicative competence. During the talent cultivation process,we also should attach great importance to indigenous cultures in case of cultural loss in pluralistic culture. The fundamental strategy for that lies in integrating and optimizing indigenous cultures,furthermore revitalizing the Chinese culture which can be used by those who walk between different cultures. In the end,the article proposes an issue on the urgency of enhancing the status of our philosophy and social sciences,its prosperity and development are directly related to the voice of the country and the cultivating of cross-cultural talents.
