当前我国大型公共文体设施运营管理模式研究——基于8省51家场馆的实证分析

Research on the Current Operation Management Mode of Large Public Recreational and Sports Facilities in China—An Empirical Analysis Based on 51 Venues in 8 Provinces

通过对全国8个省(直辖市、自治区)51家大型公共文体设施进行的问卷调查和实地调研表明,目前我国大型公共文体设施建设进入了快速发展时期。大型文体设施建设的数量、投资金额、建筑面积均有较大增长,对于提升城市形象、改善文化民生起到了一定的作用。但是大型公共文体设施因为管理运营模式的不同,使得服务效能的发挥、公益性服务职能的体现存在明显的差异。针对这一实际情况,应建立以社会效益为导向的绩效评价机制,采取分类扶持的不同策略,改进、提高大型公共文体设施运营管理和服务水平。

Clearly stated by questionnaire survey and field research that conducted at 51 large public recreational and sports facilities in 8 provinces of China,the construction of this kind of facilities has already entered a period of rapid development. The quantity, investment and construction area of large-scale public recreational and sports facilities have all increased a lot, which played an important role in enhancing city image and improving people ＇s cultrual lives. But as the operation management modes of these facilities are different,there are great differences in their performance of enhancing service efficiency and reflecting nonprofit service function. In light of this state of affairs, we are supposed to establish social benefit oriented performance evaluation mechanism,take different strategies to support them according to their classification and improve the management and service level of large public recreational and sports facilities.
