摘要
公共文化服务绩效评价体系日益成为国家治理能力和治理体系现代化的重要抓手,急需进行深入系统的理论与实践研究。为科学设计公共文化服务绩效评价指标体系,从研究视角、研究对象、技术方法、指标体系四个方面,归纳了我国公共文化服务绩效评价体系研究的现状、特征与问题,提出了未来研究的方向,即尝试以"五个内核、七个要素"为基本内涵的绩效评价逻辑范式,以群众满意度为核心优化绩效评价指标体系,不断关注新兴和基层公共文化服务主体绩效研究,对绩效评价方法体系进行提炼归类和创新拓展。
The performance evaluation system of public cultural service has increasingly become an important means to achieve the modernization of management system and management ability of culture department. It is imperative to conduct a systematic theoretical and practical research. This article summarizes the characteristics and problems of the literature research of performance evaluation index system of public cultural services in China from four aspects: research perspective, research object, technology method and index system, and puts forward the future research target of public cultural service performance evaluation index system. The direction is to use the “ five cores and seven elements” as the basic connotation of performance evaluation logic paradigm, to put the satisfaction of masses as the core performance evaluation index system,to constantly pay attention to the emerging and grass-roots public cultural service subjects, to refine the classification and innovation expansion of performance evaluation method system.
