基于文本分析法的区域政府碳交易参与重点测量——以我国7个早期试点省市碳交易实施方案为例

The Carbon Trading Participation of Regional Governments Based on Text Analysis: A Case Study of Carbon Trading Implementation Plans of Seven Pilot Provinces and Cities

当前,碳交易领域对政策执行研究关注较少,对区域政府碳交易参与激励关注不够.运用ROST Content Mining 6.0文本分析软件,对我国7个早期试点省市的碳交易实施方案进行了文本分析.研究中,在完成碳交易参与激励基本统计分析的基础上,通过核心词频度、核心词联系频度分析,得到试点省市政府碳交易实施方案中的关注重点、内容框架.研究成果在间接测评早期试点省市政府碳交易参与激励程度的同时,也为未来其他省市的碳交易实施方案制定实施明确了核心任务、行为主体和行动保障.

At present, less attention is paid to regional government＇s policy implementation and participation in-centive in the carbon trading field. By ROST Content Mining 6.0 software, this paper analyses the early seven pilotprovincial and municipal carbon trading implementation plans in China. Through the core word frequency and coreword relationship frequency analysis, the participation focus and content framework of seven pilot provincial andmunicipal carbon trading implementation plans are obtained. The research results can not only indirectly evaluatethe participation incentive degree of early seven pilot provincial and municipal carbon trading implementation plans,but also determine the core tasks, action subject and action guarantee forother provincial and municipal carbon trad-ing implementation plans in China.
