对中西部欠发达县城城市化与城市建设的思考

Reflection on urbanization and urban construction in less developed counties in Midwest China

分析了投资环境差、就业岗位少、人才资源匮乏是中西部欠发达县城城市化面临的困境,同时国家对西部建设的政策支持、大城市的产业转移和农民工返乡创业是欠发达县城面临的大好机遇,指出欠发达县城应抓住机遇,树立宜居的发展理念,整体规划、分片实施,合理控制工业园区的规模,分类整治城中村,把县城建设成县域宜居的理想场所。

The difficulties and opportunities,with which the urbanization and urban construction are faced in less developed counties in Midwest China,are analyzed. The difficulties are bad investment climate,few employment positions and talent scarcity,while the opportunities are national policy support,industrial transfer of large cities and migrant entrepreneurship of peasant-workers. It is pointed out that the governors of those less-developed counties should seize the opportunities,set up livable development concept,carry out overall planning and shard implementation,reasonably control the size of industrial parks,and renovate the urban villages in classification,so as to build the counties into ideal livable places in their territories.
