保障房建设资金和房源“开源节流”的路径分析

摘要 加强保障房建设可减少高房价的负效应,但房价"越调越涨"和农村人口向城市陆续迁移等因素,致使保障房刚性需求不断扩大,而保障房建设资金和房源筹集方式单一与保障房建造和分配管理漏洞等原因,又令保障房建设资金和房源供给面临诸多困境。同时,部分地区商品房库存居高不下。因此,通过完善保障房租售管理核查监督制度,利用保障房"去库存",激活"沉睡的"公积金与宅基地等路径,为保障房建设资金和房源"开源节流",对实现保障房建设的正外部性,推动保障房市场和商品房市场长期共赢均衡发展,都具有十分重要的意义。 The single way of construction funds and housing resources collection and housing construction and distribution management loopholes have made the funds for the construction of affordable housing and housing supply is facing many difficulties. At the same time, commercial housing stocks in some areas remain high. Therefore, through the improvement of the protection of housing rental management verification and supervision system, and the use of affordable housing"reduce inventory"and the activation of the"sleeping"provident fund and homestead and other paths, to"increase income and reduce expenditure"for low-income housing construction funds and housing resources, and achieve the positive externality of affordable housing construction,and promote long-term win-win balanced development of the housing market and commercial housing market, it has a very important significance.
