摘要 在国有企业中实施中长期激励将有力的促进国有经济的持续发展,这是基于中国国情的国有经济发展的必然结果,是提升企业经营管理水平的重要手段;是企业人才队伍建设发展的迫切需求,是一种兼顾长远的有效激励手段。在实施中要顶层设计,统筹兼顾;要因地制宜,适当授权;要夯实基础,试点先行;要持续改进,不断优化。同时也要注意依法合规、健全制度、前瞻性、激励水平和约束条件等方面存在的风险和问题。 The implementation of medium and long term motivation in state-owned enterprises will strongly promote the development of state-owned economy, which is the inexorable result of the development of state-owned economy based on the China's basic national conditions. Urgently needed in talent cultivation, these measures are the important methods to improve the enterprise management level, which are motivating and effective in medium and long term. During the course of implementation, the following factors must be taken into account:top-level design, making overall plans, acting according to circumstances, proper decentralization of authority,carrying out some pilot projects while strengthening the base and continuing optimization. Meanwhile, we must attach great importance to the legitimacy of the implementation, the improvement of the institution, the prospective study, motivation levels, and constraint conditions in case there are any hazards and problems.
