摘要 本文选取日本作为参照系,全面梳理小微企业质量扶持政策,且聚焦小微企业品牌扶持、"诊断士"制度以及标准化建设三个特色领域,探究其原理和运作流程,进而为我国小微企业质量提升、发展转型提供经验启示。最后,建议我国需加强制度创新,探索咨询诊断准入机制,落实区域品牌建设,促进法制化建设,搭建服务平台,进而全面提升小微企业质量竞争力以及国际影响力。 This paper selects Japan as the reference object, comprehensively sorts out Japan's quality support policy for small and micro enterprises, explores its principles and operational processes focusing on three characteristic areas including brand supporting, "diagnosis person" system and standardization construction, provides experience and inspiration for small and micro enterprises' quality enhancement as well as development transformation in China. Through the above analysis, it comes to the conclusion that China needs to comprehensively improve the quality competitiveness and international influence of these enterprises by strengthening the institutional innovation, exploring the access mechanisms of consultation and diagnosis, executing the construction of regional brands, promoting legal construction and building up service platforms.
