摘要
我国已迎来海洋科考船发展的历史高峰,船舶数量和技术水平大幅提高。为确保海洋调查安全、高效运行,提高海洋科研核心竞争力,科考船管理也需相应进行改革和创新。文中以价值链理论、核心竞争力理论和激励相容理论等为基础,运用航运业第三方船舶管理模式,结合海洋研究所科考船工作实践,对目前国内科考船管理现状进行系统分析,论证引入第三方船舶管理公司在提升科考船专业管理水平方面的重要性和科学性,以及服务外包面对的风险和挑战,对科考船行业健康发展具有重要意义。
China is facing the development peak of research vessels in history,the volume and technical level of research vessels increase substantially. In order to ensure the safety and efficiency of the vessels, and increase the core-competitiveness of the marine exploration, the management of the research vessels needs to be reformed and improved. Based on the theory of the value chain, the core competence and the compatible incentive, the paper gives the systematical analysis of the research vessels management in China combined the model of the third party administration in the shipping industry and the practice of research vessel management in the institute of oceanography. It has proved the importance and rationality to draw the third party professional company into the administration of the research vessels. At the same time, the risk and challenge of the service outsourcing needs to be faced and resolved.
