Social work institutions need more recognition, which is not only an important guarantee for sustainable development, but also an inevitable requirement for system innovation of social governance. The dilemma of government recognition can be resolved by the ideas of cooperative policies which will make social work institutions the indigenized subject of governance to participate in social governance system innovation. The dilemma of self recognition can be settled by the targets of shared policies which will make them the professional platform of service to promote the equalization and socialization of public services. The dilemma of social recognition can be solved by the system of elaborated policies which will make them the vocational carrier of organization to shape the social life of public.
