流域重金属污染治理政策工具选择的政策网络分析:以湘江流域为例

The Policy Network Analysis of Policy Instrument Selection of Heavy Metal Pollution Governance in River Basin:A Case Study of Xiangjiang River Basin

从生态文明和问题导向的视角来看,加强湘江等流域重金属污染治理已刻不容缓,而政策工具选择是其重要环节和内容。为解决流域重金属污染治理政策工具选择整体性分析框架缺失和实证分析不足的问题,采用政策网络理论和方法,构建出流域重金属污染治理"六元一轴"政策网络与政策工具选择的整体性分析框架。经湘江流域实证分析,证明其不仅具有解释力,还具有建构性和实践性,可以作为流域重金属污染治理以及其他类似领域政策网络分析和政策工具选择的整体性分析框架。最后,从行动者、行动者关系、资源配置、互动规则、价值认知等方面提出了针对性的政策建议。

From the point of view of ecological civilization and problem orientation,it is urgent to strengthen the heavy metal pollution governance in Xiangjiang and other watersheds,in which the selection of policy instruments is an important link and content. Holistic analysis framework of the 'six yuan and one axis' policy network and policy tool selection are constructed based on the policy network theory and method,in order to solve the problem of absence of a overall analysis framework and insufficience of an empirical analysis of the selection of policy instruments in the river heavy metal pollution governance. It can be used as a holistic analysis framework in the analysis of policy network and the selection of policy instruments of river heavy metal pollution and other related areas,because it is not only proved to be explanatory power,but also constructive and practical to analyze the selection of the policy tools of heavy metal pollution control in the basin. Finally,the specific policy recommendations are put forward from the actor,actor relations,resource allocation,interactive rules,value cognition and other aspects.
