摘要
"双一流"建设将在未来30年内主导中国高等教育的发展,地方院校只要抓住历史机遇,制定科学的发展战略,选准发展路径,也有可能走向卓越,成为中国乃至世界一流大学。地方院校对"双一流"的追求,要根据自身的实际进行选择。尽管各院校的情况各不相同,但是其主要策略有:合理定位建一流,争创区域一流和学科点的突破;扎根地方建一流,将"双一流"建设目标与地方经济社会发展尤其是产业转型升级相结合,努力成为地方创新发展的智库和策源地;特色发展建一流,主要指特色学科的发展和文化特色的发展两个方面;突出应用建一流,努力培养一流的应用型人才,做一流的应用研究并强化社会服务职能;开放办学建一流,通过国际化,鼓励学生国际流动,做好师资队伍的国际化和本土国际化工作。
The " Double First-class Program" in China is an open system for all universities,including high vocational college.At the present,it is difficult for local universities to compete with "985" and "211" universities.However,this does not necessarily mean that there will be no opportunities for local universities.In the next 50 years,the " Double First-class Program" as a policy will lead the development of higher education in China.Therefore,the local universities should firmly seize the forthcoming valuable historic opportunities to better develop along the road of "Double First-class" as long as appropriate countermeasures are taken through formulating scientific development strategies and choosing the proper path of development.The major strategies include reasonably positioning,combining the construction with the local development,cultivating the unique features,focusing on application,and opening education based on internalization.
