摘要
21世纪COE项目是日本政府为了创建世界一流大学,针对若干高校优势学科进行重点财政资助的一项政策,项目遴选引入了第三方评审机制。通过对21世纪COE项目评审委员会成员构成的实证研究发现,其成员结构虽然力求多样化,但从最终学历出身和职业经历来看,日本国立大学特别是七所旧帝国大学占据了绝对优势地位,项目评审委员会成员存在性别、学历、职历高度集中现象,评审过程中相互庇护和内部利益输送行为的发生概率增加,影响评审的客观、公平与公正。
The policy of launching 21^(st) Century COE(Center of Excellence)Program by Japanese government was implemented for creating world-class universities.This policy focused on providing financial assistance for a number of advantage disciplines in universities,and the selection introduced a third-party review mechanism.The empirical study found out that the number of members from national universities,especially seven old imperial universities,remained absolute dominance,in view of their final education backgrounds and professional experience;while the committee aimed to preserve diversification of members' institutions.Members' educational background and professional experience were highly concentrated.The significant increase of mutual asylum as well as interior benefits transfer behaviors influenced objectivity,fairness and justice in the process of review process.
