环境影响跟踪评价理论与实践分析

Environmental impact assessment and evaluation theory and practice

本文在对环境影响跟踪评价理论与实践相关概念、目的、主要内容、环评工作实施步骤进行分析基础上,回顾了当前国内、外相关学者就环境影响跟踪评价理论与实践的研究成果。通过总结环境跟踪评价理论与实践经验,认为社会公众压力、立法及决策方利益三大因素是环境影响跟踪评价的主要驱动力因素。基于此,对今后我国环境影响跟踪评价研究工作开展提出有关建议。

Based on the analysis of the concept, purpose and main contents of the theory and practice of environmental impact assessment, and the implementation steps of the environmental impact assessment, this paper reviews the current research results of the theory and practice of environmental impact assessment by domestic and foreign scholars. By summarizing the theory and practice of environmental tracking and evaluation, it is considered that the three major factors of public pressure, legislation and the interests of policy makers are the main driving forces for environmental impact assessment. Based on this, we put forward some suggestions on how to carry out research on environmental impact assessment in future.
