绵阳市危险废物产生、利用处置现状分析

Discussion on the current situation ofhazardous wastes generation, reutilization and disposal in Mianyang City

随着经济社会不断发展,国家法律法规不断完善,企业危险废物的产生数量逐年增加,种类越来越细化,危险废物规范化管理水平虽有所提高,但由危险废物引发的环境污染事件仍有发生。该文分析了绵阳市危险废物产生、利用处置及贮存等特征,结合市内、省内危险废物利用处置能力,指出绵阳市危险废物规范化管理存在的问题,提出要以涉危重点区域、行业以及企业为日常监管重点;鼓励支持危险废物资源化综合利用;加强对社会源危险废物的管理;提高绵阳市危险废物集中处置能力;加强危险废物鉴别实验室建设;提高技术支撑体系建设等对策建议。

With the continuous development of economy and society, laws and regulations in China continue to improve. The amount of hazardous wastes produced by enterprises is increasing, and the types are becoming more and more detailed.The standardized management level of hazardous waste has been improved.However, environmental pollution accidents caused by hazardous waste still occur. Based on the capacity of hazardous waste disposal in the city and province, this paper analyzed the generation, disposal, reutilization and storage of hazardous wastes in Mianyang city.It pointed out the problems appeared in the standardized management of hazardous waste.It suggested that environmental protection administration should focus on the key areas, industries and enterprises of hazardous waste as the daily supervision, Encourage and support the comprehensive utilization of hazardous waste resources, strengthen the management of hazardous wastes from society sources, Improving the ability of centralized disposal of hazardous waste in Mianyang, and strengthen the construction of hazardous waste identifcation laboratory and technical supporting system.
