失地农民可持续生计政策满意度研究——基于江西省的调研数据

Study of Land-lost Farmers' Satisfaction on The Sustainable Livelihoods Policy——Based on The Survey Data of Jiangxi Province

因土地征收导致农民失地而引发其生计问题一直备受学界关注,但如何对政府制定的相关生计政策的效果进行满意度评估,实践界和理论界均鲜有论及。基于江西省的调研数据,本文使用熵值法与模糊综合评价法分析失地农民对生计政策的认知与评价,从而为完善相关决策提供参考。研究发现,就业政策、创业政策、补偿政策、社保政策这四个二级指标(准则层下四种政策)的满意度排序和重要程度(权重)排序完全相反,其中满意度最低的就业政策(创业政策次之)反而是生计政策群中最为重要即权重最大(创业政策次之)的一项生计政策。研究结果表明,政府"因地施策"并有效执行相应的就业与创业政策是提高其可持续生计政策满意度综合评价值的关键。

Because of the land expropriation, it has been the concern of academic circles that the farmers lost their land, while the questions that how to evaluate the satisfaction of the government＇s livelihood policy are seldom discussed in the field of theory and practice. Based on the survey data of Jiangxi province , this paper uses entropy method and fuzzy evaluation method to analyze the cognition and evaluation of the sustainable livelihood policy which made by land-lost farmers. Finally we hope to provide reference for the improvement of relevant decisions. The study finds that the satisfaction ranking is completely opposite to the importance （ weight ） of employment policy, entrepreneurship policy, compensation policy, social security policy. Among them, the employment policy with the lowest satisfaction （ the second one is entrepreneurial policy ） is the most important one in the livelihood policy group, that is, the largest weight （ the second one is entrepreneurial policy ）. The results show that ＂adopting different policies according to different places＂ and the effective implementation of the corresponding employment and entrepreneurship policy is the key for government to improving the satisfaction on comprehensive evaluation value of sustainable livelihood policy.
