参与式治理应对邻避冲突问题探究

随着我国城市化进程的加快,公民权利意识及环保意识的兴起,邻避冲突事件频发,影响社会的可持续发展。邻避冲突难治理原因是多方面的,要化解邻避困境,必须引入参与式治理,构建参与式治理体系,需要确保主体网络协商参与机制程序化、完善社会的信息共享机制、建立信任激励模式及利益补偿机制,并培育公众参与式文化。本文梳理了邻避冲突事件的特点,引入参与式治理的理论,寻求整体性解决邻避冲突的的思考路径,为政府化解邻避困境提供参考与借鉴。
