推动我国食品工业法律体系构建的可行性研究

摘要 随着经济的发展和食品多元化的推进,食品安全问题越发受到人们的关注,并且食品安全问题也具有"蝴蝶效应"。因此要加强和改善目前存在的食品安全问题,不仅需要提高食品企业对社会、消费者等的责任意识和遵纪守法的意识,还需要借助外界条件和国家的宏观监督进行约束,显然,对于构建食品工业化法律体系就变得尤为重要。该课题从国家和社会角度对构建食品工业法律体系所存在的影响因素进行了分析,并结合SPSS 22.0进行主要成分分析、因子提取和校验等,最终得到影响食品工业化法律体系构建的因素从大到小依次为:法律要素>惩罚要素>责任要素>监管要素>体制要素>社会需求要素。并基于现在存在的问题和状况提出了有助于构建我国食品工业法律体系的可行性建议措施。 With the development of economy and the diversification of food, the issue of food safety has received more and more attention, and food safety problems also have a "butterfly effect". Therefore, it is necessary to strengthen and improve the existing food safety problems, not only need to improve the food enterprises to society, consumers and other sense of responsibility and compliance, but also need to use external conditions and national macro-control constraints, obviously, the legal system of food industry becomes more important. This study analyzes the influencing factors of the legal system of the food industry from the national and social perspectives, and analyzes the factors such as the main component analysis, factor extraction and verification of SPSS 22.0, and finally the factors influencing the construction of the legal system of food industry from large to large followed by: legal elements〉elements of punishment〉responsibility elements〉regulatory elements 〉 institutional elements 〉 social needs elements. And based on the existing problems and conditions, it's put forward to helping build Chinese food industry legal system feasible measures.
