公共文化设施引入PPP模式的政策与实践探索

PPP模式即公私合作模式,公共文化设施引入PPP模式,能增加公共文化服务的供给方式,提升公共文化服务的供给效率。目前我国公共文化领域正在推进的一些PPP项目案例,通过"公办民助"和"民办公助"等方式,为我国公共文化领域引入PPP项目提供了经验和借鉴。在公共文化PPP的未来发展中,除了需要在国家政策和制度层面进行规范之外,还需要注意合理选择适用范围,明晰三方主体职责,完善监督评价和绩效考核机制等。

The PPP model is a public-private partnership model that emphasizes partnership, benefit-sharing and risk-sharing.The application of PPP mode to public cultural facilities can increase the supply of public cultural services and improve the efficiency.Some PPP projects in the field of public culture,through the means of ＂public support＂ and ＂private support＂,provide the experience and reference for PPP projects in Chinese public cultural field.In the future development,in addition to regulate at the national policy and institutional level,we also need a reasonable choice of scope,clarify the responsibilities of the three parties,improve supervision and evaluation and performance appraisal mechanism.
