试论“四个全面”战略布局的系统科学思想

The Ideology of the System Science of the Strategic Planning of the “Four Comprehensives”

"四个全面"战略布局是以习近平同志为核心的党中央应对国内国际社会发展的新机遇、新挑战作出的战略新思维。党的十九大特别强调,要协调推进"四个全面"战略布局。本文从系统性、整体性、协同性等方面,总结了"四个全面"战略布局的演化历史和系统性特征,将中国特色社会主义建设与发展作为一个巨系统,结合系统科学"老三论""新三论",分析了"四个全面"战略指导并引领中国特色社会主义建设的科学思想,认为全面深化改革是系统发展创新驱动的核心"序参量",全面从严治党和全面依法治国是系统安定有序的两个轮子,健康快速地朝着全面建成小康社会、"双百"目标,以及中华民族伟大复兴中国梦的正确方向演化发展。"四个全面"战略布局作为治国理政的总体性战略,不但是引领中国特色社会主义建设发展的科学思想,而且还创造性地将系统科学与马克思主义哲学相结合,丰富了系统科学理论方法。

＂Four Comprehensives＂is a strategic planning launched by the Party Central Committee（ PCC） with President Xi Jinping as its core. It is a new ideology for PCC to face the new opportunity and new challenge alongwith the social development at home and abroad. With a specific highlight of a harmonious pushing forward of the strategic planning of the ＂Four Comprehensives＂in the 19 th CPC National Congress,this article,in terms of systematics, wholeness, and harmoniousness, summarizes the evolutionary history, system features of the strategy,regards the construction and development of the socialism with Chinese characteristics as a Complex Giant System,and analyzes the rationality of the theory in guiding and leading the construction of socialism with Chinese characteristics based on SCI and DSC theories of system science. It holds that comprehensively deepening reform is the core order parameters of innovation-driven development,comprehensively governing the country according to law and enforcing strict Party discipline are the two wheels to keep the system stability,as well as healthily and rapidly moving towards the goal of comprehensively building a moderately prosperous society,Two Centenary Goals,and the Chinese dream of great national rejuvenation. As a general strategy governing the country,＂Four Comprehensives ＂ is not only a scientific thinking to lead the development of socialism with Chinese characteristics,but also an innovative combination of system science and Marxist philosophy which enriches the theories of system science.
