“三个文化带”与北京文化中心建设的思考

A Thinking about the “Three Cultural Belts” and the Construction of Beijing as the National Cultrual Center

由北京市文物部门提出的"三个文化带",经中共北京市委党代会和北京城市发展规划制定,内涵不断得到完善,内容不断得到充实,已经成为北京建设全国文化中心的重要举措。"三个文化带"与北京全国文化中心建设关系密切,从北京历史发展脉络来看,西山永定河文化带是北京城市诞生和成长的摇篮,史称"神京右臂";长城不仅是中原农耕民族与西北草原民族融合的前沿阵地,也是南北民族经济、文化交流的纽带,还是北京作为国家都城的重要屏障;中国的大运河始终向着首都修建,尤其京杭大运河北京段更是体现了大运河与国家首都——北京的政治、经济、文化的紧密联系。由此,"三个文化带"建设的内容就是北京全国文化中心高地建设的内容。

With an approval by the Representative Congress of Beijing Municipal Committee of the Communist Party of China and a strategic planning of urban development of Beijing,the proposal of constructing the ＂Three Cultural Belts＂by departments of the preservation of cultural and historical relics of Beijing municipal government has become an important measure in the construction of Beijing into a national cultural center with its contents and implications continuously being enriched and enlarged. There exists a nexus between the ＂Three Cultural Belts＂and the construction of Beijing into a national cultural center. From the viewpoint of the historical development of Beijing,the cultural belt of the Western Hill and the Yongding River is a cradle of the birth of growth of Beijing city,historically known as ＂the right arm of the mysterious Jing＂. The Great Wall is not only the frontier of the fusion of the farming people in the Central Plains and the northwest nomadic people,the pivot of the exchange of national economy and culture of the south and the north,and the important protective screen for Beijing as the capital city of the country. Chinese canals have almost always built torward the capital of the country,and the Beijing session of the Jing-Hang Grand Canal exhibits greatly the nexus between the Grand Canal and the state capital in terms of its politics,economy and culture. The contents of the construction of the ＂Three Cultural Belts＂are actually the contents of the construction of Beijing into a headquater of our national cultural center.
