作为两个系统工程,民族团结进步创建、民族地区脱贫致富的耦合问题重点集中在三个方面:目标耦合决定了两者耦合的性质和方向,起着导向作用。除落脚点、学科归属一致外,完善两者的互促机制是重中之重。路径耦合决定了两者耦合的方式和措施,起着规范作用。两者在理念、制度、队伍等合治上大有作为,力戒各弹各的调。力度耦合决定了两者耦合的结果和成效,起着落实功能。力度耦合难在实干,苦干+巧干是其本质特征,如此方能达成双赢的目的。

As the two system engineering, the coupling problem of national unity, progress, creation and poverty alleviation in ethnic areas focuses on three aspects： the target coupling determines the nature and direction of the coupling,and plays a guiding role.
