特色村寨建设专项资金使用效果评价指标体系研究

A Study on Index System for the Special Funds Usage Effect Evaluation of Ethnic Chara Cteristic Villages

特色村寨专项资金的使用目的在于实现以文化为内核的投入-产出效益,然而在实际建设中,文化的投入-产出效益仍不显著,究其原因在于缺少合理的专项资金使用效果评价体系。本研究从专项资金投入水平、专项资金管理效率、专项资金产出效益、受益群体反馈的视角出发,构建了由4项一级指标,9项二级指标,28项三级指标组成的特色村寨专项资金使用效果评价指标体系,旨在为特色村寨专项资金的奖惩与淘汰机制提供科学依据。

The special funds of ethnic characteristic villages aimed at implementation of the culture as the core of input-output efficiency, however in practice, cultural input-output efficiency is still not significant. The reason lies in the lack of standards for special funds usage effect. This research from the special fund investment level, the special fund management efficiency, the special fund output benefit, the benefit community feedback angle of view, establish an index for usage effect evaluation which includes 4 first-grade index, 9 second-grade index, and 28 three-grade index, in order to provide a scientific basis for punishment and elimination mechanism of the special funds.
